The litmus test for all proposed legislation, after Constitutionality, should be, "Will the proposed legislation promote the following 5 goals: Smaller Government, Lower Taxes, Stronger Defense, Increased Liberty and Greater Transparency?" If so we should proceed. If not, we should desist. It really is that simple!
